i Abstract The present project project under the modality of business creation, called "Commercial, technical, organizational and financial economic feasibility study for the creation of a biodegradable packaging production plant in the city of Santa Cruz de la Sierra" demonstrates the feasibility of launching a biodegradable packaging production plant for food businesses in the city of Santa Cruz de la Sierra. The content of each chapter is known below. The specific objectives and the general are raised, an overview of the current situation of the world and the country is shown before the excessive accumulation of plastics and the actions that should be taken to stop such accumulation. It is designated under which theoretical foundations the present project works, with support in theories of project evaluation. The methodological framework that the work will carry out is designed. A market study was carried out obtaining an instisfecha demand of 6,465,730 units, for the year 2019, it represents 50% of the total estimated demand of which the production plant according to its installed capacity reaches 11% the first year. The technical study was carried out in which the size corresponds to a capacity of 750000 containers in the first year and 2,430,000 containers in the fifth year. The plant will be located in the fifth radial ring 26 ½ within the northern zone. The leadership strategy in product costs is chosen as part of the marketing plan is directed to the food business segment that offers the take-away service in the city of Santa Cruz de la Sierra. And the corresponding commercial mixture is made. The production process of biodegradable containers and the raw materials that make up the machinery involved is detailed. The strategy, mission, vision, values and organizational structure are defined. In addition, the manual of functions is presented, which includes the description of dependency relationships, functions, and the skills and attitudes required for the position. The revenue projection reflects for the first year an amount of Bs 1,357,576 in income and expenses an amount of Bs. 1,484,172.96 and for the last year an amount in income of 4,398,547 Bs. And an amount in expenses of Bs 3,875,849.37. carried out the proper projections of the financial statements of Bioplast Srl. Due financial analysis is performed to assess the feasibility of the start-up of the biodegradable packaging production plant. By calculating the NPV and IRR it will be possible to define if the project is profitable and if it is convenient to invest in it, a NPV of 1,547,372.00 and an IRR of 29% were obtained and with a capital recovery period of 5.59. Finally, the conclusions and recommendations are presented.
